Rates & Fees

Water Rates

Your water pricing is a combination of a basic charge, which is based on the size of your meter, and a consumption charge. The pricing schedule also depends on whether your home is located inside or outside of the city limits of Eugene. If you live in the hills, you may also pay elevation charges which cover the additional cost of pumping water to higher-elevations.

The following prices are effective January 1, 2020. This marks the fourth year without an increase in residential water prices, following a 4.5% price decrease in 2018.

Basic Charge

Covers the fixed cost of services for things such as metering and billing. Your basic charge is based on the size of your water meter.

Meter size Monthly Charge
less than 1 inch $20.37
1 inch $27.50
1 and a half inch $42.08
2 inches $75.39
3 inches $164.88

Consumption Charge

Covers the costs of filtering the water and sending it from the Hayden Bridge Filtration Plant to your home. Measured by the kilo-gallon (kgal) which is 1,000 gallons.

Water usage Charge
First 8,000 gallons $1.416 per 1,000 gallons (kgal)
Next 22,000 gallons $2.391 per 1,000 gallons (kgal)
Over 30,000 gallons $3.872 per 1,000 gallons (kgal)

Pumping & Delivery Charge

Covers the cost of pumping water to higher elevations. The level is determined by the elevation of the pumping system that serves the area. Measured by the kilo-gallon (kgal) which is 1,000 gallons.

Pumping level Usage charge Fixed charge
Level 1 (800 to 850 feet) $0.249 per 1,000 gallons (kgal) $3
Level 2 (975 feet) $0.499 per 1,000 gallons (kgal) $5
Level 3 (1,150 to 1,325 feet) $0.738 per 1,000 gallons (kgal) $7

Assuming a home served by a pumping system at Level 1 (below 800 feet), with a 5/8 inch meter and 9,000 gallons (9 kgal) of water used, here is an example of the water pricing:

Basic charge $20.37
